Plagman cleared; Lombardi faces hearing

An ethics complaint against Cedar Rapids Washington Principal Ralph Plagman has been dismissed by the Iowa Board of Educational Examiners following a year-long investigation of Dr. Plagman and Washington coach Tony Lombardi.

However, The BoEE has found "probable cause" in the complaint against Lombardi and his case will be set for a public hearing before an administrative law judge.

Darcy Lane, an attorney/investigator for the Iowa Board of Educational Examiners, notified Kathi Jensen of Cedar Rapids of the developments Monday afternoon. Jensen filed the formal complaints against Dr. Plagman and Lombardi, on behalf of herself and other Washington parents.

The Washington parents have charged Lombardi with mistreating their students with improper language and improper conduct. They charged Dr. Plagman with not effectively handling their complaints against Lombardi.

Jensen shared Monday's correspondence from the BoEE with the Metro Sports Report.

"In case number 12-78 (Lombardi), the Board found probable cause and ordered the matter set for hearing," Lane informed Jensen in an e-mail. "In case number 12-79 (Plagman), the Board moved to not pursue disciplinary action.

"You will receive correspondence from our office within about a week regarding these cases. Case 12-78 will now be set for hearing before an administrative law judge and you will be notified of the date of that hearing."

The complaints against Dr. Plagman and Lombardi were filed with the BoEE on June 14, 2012. The BoEE investigators assigned to the cases presented their findings to the Board this past Friday, June 21.

The Assistant Attorney General who represents the BoEE will draft a Statement of Charges against Lombardi. The Statement of Charges will become a public record.

Dr. Plagman did not respond to an e-mail from the Metro Sports Report Monday morning seeking comment on the case.

Lombardi has resigned as the Washington football coach and also has resigned as the Washington baseball coach, effective at the end of the season. He declined to discuss his future plans when asked by the Metro Sports Report last week.
